The Purpose of Planning
The SAPA Comprehensive Plan will establish a positive future for the area. The SAPA plan will provide a framework for investing in our communities. The Plan can become a tool to market our region and our commitment to a bright future.
The Plan will provide policies to help protect and enhance regional natural and man-made systems such as trails, greenways, air quality, and storm water management.
The SAPA Comprehensive Plan will serve eleven municipalities in Lackawanna County. State agencies are required by law to consider comprehensive plans in evaluating grant and permit applications, and to give priority to local municipal projects that are consistent with county plans.
The SAPA Comprehensive Plan will include a current, detailed geographic information system (GIS) database available for use by local municipalities.
The Plan will provide tools, and models for local municipalities to use for implmentation. It will also help us to market the region nationally and internationally.
