Multiple public and private funding sources were identified including state and federal grants matched by municipal funds. In addition to funds provided by the eleven participating municipalities, matching funds were also provided by the Pennsylvania Department of Community and Economic Development (DCED) through the Land Use Planning and Technical Assistance Program (LUPTAP), which provides grant funds for the preparation of community comprehensive plans and the ordinances.

Additional funding was provided by the Willary Foundation and the Scranton Area Foundation. And finally, specific funding for transportation planning was provided by the Pennsylvania Department of Transportation.
